Underlying the funding ecosystem you mention is a credible and world-class academic/scientific establishment. The scientists and researchers promoting and staffing these companies are whetted by peers in universities and research labs. Most funding agencies understand that if the business does not succeed, it is not due to a lack of expertise or ability.
